JOB SUMMARY
This position is responsible for:
Coordinating land ownership transfers between the state and federal governments resulting from federal condemnation/eminent domain transactions.
Serving as a primary contact and participant in real estate planning and disposition of Trust land, review complex issues on urban lands in conjunction with special programs (i.e.: 5 year disposition plan per statute, land management, federal acquisitions/disposals, etc.)
Advising Divisions/Sections of proposed transfers of land.
Reading and interpreting encumbrances, chain of title, leasing and land records.
Processing the more critical/complex surface applications for purchase, lease, permit and rights of way when needed.
Serve as the lead worker under the Titles & Contract's Section Manager by assisting, training, and mentoring other employees in the Section.
Acts on behalf of the Title & Contract's Section Manager when needed.
This position will also:
Develop and/or update applicable forms, policies and procedures relating to this position.
Advise, instruct, evaluate and make recommendations on various programs/projects.
Train staff on complex and difficult issues applicable to state/federal land transactions and ASLD records involving land acquisitions and dispositions.
Research state/federal regulations, program guidelines and related documents to gain knowledge and understanding of state/federal programs.
Oversee current land and title records ensuring the accuracy of over 9.3 million acres of State land and perform other duties as assigned.
KNOWLEDGE, SKILLS, & ABILITIES
Knowledge and understanding of the Statutes, Departmental Rules, Policies, Objectives, and Procedures as it relates to acquisition/disposition of State land and basic real estate planning and disposition.
Comprehensive knowledge of how to read and interpret acquisition and disposal instruments.
Responsible for the preparation of in-depth, accurate, clearly organized and complete title research reports.
Considerable knowledge in condemnation procedures, legal terminology, land research practices and preparation of documents/reports pertaining to acquisition and disposition of State land.
Knowledge of Federal and State laws and statutes governing contractual (lease) agreements.
Knowledge of policies and procedures established for functional area.
Exercise considerable independence and discretionary judgment.
Deal courteously and effectively with all inside and outside customers.
Read and interpret encumbrances, chain of title, leasing and land records.
Maintain complex record keeping systems.
Establish and maintain work relationships with contracted and governmental agency representatives and special interest groups.
Ability to communicate effectively, orally and in writing, including but not limited to detailed and lengthy land use and title reports.
Ability to deal courteously and effectively with all levels of ASLD employees, including the Commissioner's Office, customers, federal, state and local government officials, the Attorney General's Office, Court of Law, and members of the public.
Ability to interpret land legal descriptions, maps, title and encumbrance documents. Ability to comply with given instructions and established guidelines in accordance with State and Federal Statutes, rules, policies and procedures.
SELECTIVE PREFERENCES
Four years of previous technical examining and/or title work similar to that done within a title company, Assessor's Office, State, Federal or City land/title Department as well as working with real estate planning and disposition issues.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
