DutiesThis position is located at the G3 in Phoenix, Arizona.
This is an Army National Guard dualstatus technician position that requires military membership.
The purpose of this position is to serveas the Protection Specialist for the Army National Guard and as a point of contact on criminalintelligence matters.
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
Requirements Conditions of Employment ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED.
Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the G3.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
Must attend the ARNG Security Manager Course within 12 months of hire.
Must obtain the Security Professional Certification(s) within 24 months of hire.
May occasionally be required to work other than normal duty hours.

Experience:
All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level.
Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two.
Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
SPECIALIZED
Experience:
To qualify for the GS-09 Intermediate career level in the Security Administration Series GS-0080, the applicant must have least 12 months experience in the security career field, to include technical training schools and drill-status working experience.
Experienced in commonly used methods, procedures, regulations and other guides that relate to training programs within the applicable Security Forces career field.
Have the knowledge and skill to apply analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems.
Skilled in developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation.
Skilled in defining problem areas and in application of conventional training program management principles and concepts.
Experienced in the logistics plans and support functions that interrelate with the Security Forces work requirements.
Ability to communicate effectively and clearly both verbally and in writing.
Knowledgeable and understands the National Guard and gaining command organizational structure, missions and responsibilities.
Knowledgeable of Security Forces reports and analysis functions of information, industrial, and personnel security concepts, principles, and practices to participate in the planning and implementation of security training programs in these areas.
Ability to establish effective working relationships with Security Forces branch/section chiefs, contributing to a cooperative work environment and successful accomplishment of the mission.
Skilled and competent to instruct training courses in a classroom seminar setting.
Knowledge of applicable law enforcement and military security, along with Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security.
Knowledgeable of Security Forces procedures and operating methods to perform the full range of Security Forces activities independently to include protection level resources, installation entry control, armed response and dispatch.
Competent to independently manage all training of the Security Forces unit seeking guidance from Security Forces Commander only on new and/or unusually complex issues.
Able to perform training duties with a significant degree of independence in planning, organizing and directing the activities of the Security Forces unit.
Experienced in conducting training and educational assignments; handling problems and deviations, or resolving most problems in accordance with instructions, policies, regulatory/agency guidance, previous training and/or accepted unit administration practices.
Plans and organizes appropriate Security Forces programs, defines projected scope, and coordinates with staff and management on training requirements.
Experienced in developing training lesson plans and timetables under general guidance to meet technical soundness, appropriateness, and conformity to mission policy and requirements.

Knowledgeable of established and accepted regulations, criteria, and policies to logistical problems and issues encountered in independent assignments for a Security Forces unit to ensure adequate training and resources are available for contingency bed-down, sustainment, survivability, and recovery operations.
Work experiences produced training programs through effective and efficient planning and implementation of any particular mission.
Experiences included coordination and liaison with federal, state and local law enforcement agencies and intelligence organizations.
Experienced in performing and enforcing Security Forces duties, that may included apprehending and detaining violators of laws, rules, and regulations and turning these violators over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral.
