2 Full-time 9 hours ago Full Job Description The Public Transit Department is committed to providing the highest quality of efficient, cost-effective, and timely services to administer contract services for customers.
This Department has a centralized Procurement and Contracts Section that provides support and technical expertise in contracting for facilities, information technology, transit operations, and other essential services.
The Contract Specialist II positions are vital to administering complex services needed within the Department.
Procurement Section:
The Procurement Section oversees approximately $3.
3 billion in aggregate spend and revenue contracts and is responsible for conducting complex procurements, enforcing contract compliance, performing audits, providing training, and maintaining superior service to support the City.
Contract Specialist II positions will perform advanced procurement activities, such as the development of independent cost estimates, analysis of contract prices/costs, and implementation of federal statutes and regulations promulgated by the Federal Transit Administration (FTA) that govern applicable solicitations and contract awards.
Additionally, the Contract Specialist II positions will meet routinely with Contract Managers/Monitors to review contract deliverables, contractor performance, and contract compliance.
There are currently two new positions within the Procurement and Contracts Section that have been created to enhance the Department's ability to conduct these advanced procurement activities.
Federal Compliance Section:
The Department's Federal Compliance Section is responsible for FTA oversight of the City (as a recipient of federal funding) and partnering agencies throughout the Valley (as subrecipients of federal funding).
This Section seeks to fill one new position for the purpose of conducting subrecipient procurement reviews, tracking such reviews with database management, and performing all associated contract compliance activities.
This role will provide subrecipient training, which may include instruction on the application of federal terms, conditions, and certifications; the evaluation of throughput metrics; and the requirements of subrecipients for FTA-funded procurements.
This position will also research, analyze, and investigate subrecipient submittals for procurement review; address questions related to FTA policy and regulations; and handle reporting, compliance, and program-management-oversight activities for the FTA's triennial reviews.
Currently, we are seeking to fill multiple vacancies in the Public Transit Department.
IDEAL CANDIDATE Knowledge of (or capability to learn) local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.
Knowledge of (or capability to learn) correct interpretation of complex laws, regulations, guidelines, agreements, and follow policies and procedures.
Possession of (or capability to obtain) a certification by NIGP, ISM, NCMA, or other nationally recognized purchasing association procurement.
Ability to break down complex information into comprehensive parts, ask questions, and synthesize/analyze information.
Ability to manage multiple projects at once and meet deadlines.
Excellent written and oral communication skills.
Exemplary customer-service skills.
SALARY $64,168.
00 - $88,379.
20 annually.
Candidates may be hired up to $88,379.
20 depending upon qualifications.

Unit 007 Benefits Pension Information MINIMUM QUALIFICATIONS Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
Bachelor's degree in Public or Business Administration, Supply Chain Management, or a related field; Master's degree preferred.
Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus:
Experience in purchasing or procurement, conducting competitive procurements.
Experience creating and managing contracts.
Experience in government (federal, state, or local) or private industry procurement that includes contract development, management, and/or administration, with a preference for work experience involving the FTA.
Experience with SAP or other procurement management systems.
Experience in critically analyzing data and compiling reports.
Experience in developing independent cost estimates, price analyses, or cost analyses.
Certification by NIGP, ISM, NCMA, or other nationally recognized purchasing association.
