Technical Project/Program Manager, Remote Romania Location Office Address Project DescriptionReporting to the Director of Azure Engineering, this role handles managing internal complex projects that involves multiple stakeholders across the business beyond Cloud Productivity and Engineering.
This will involve working with technical leads, engineering leads, scrum teams, other Project managers and stakeholders.
In addition to the project related activities the expectation is that this role will also act in line with the agile leads as a resource and demand manager.
Helping the organisation balance the demand of strategic project deliverables as well as business as usual activities.
The role will act as the gate keeper for all internal Azure Engineering Projects.
ResponsibilitiesKey
Responsibilities:
Direct project management of a large-scale, complex projects that will involve multiple internal stakeholders.
Ensure high quality project reporting via programme management tools conforms to LSEG Group standards.
Develop the project charter, integrated project plan, resource plan, contingency plan, and related project management artefacts, aligning this with Azure agile squads for delivery and enablement.
Evaluate trade-offs between project size and complexity, cost, urgency, risk, and stakeholder value.
Manage detailed plans across the critical path to deliverance of project goals, engaging with stakeholders and critically assessing requirements.
Anticipate issues and delays, and evaluate trade-offs between project size and complexity, cost (Internal Resource Costs), urgency, risk, and stakeholder value, effectively assessing and resolving high priority project risks.
Define and report on project progress and achievement of project milestones, regularly updating key and senior stakeholders on project status.
Continually manage project dependencies, ensuring smooth and prompt delivery of the key milestonesFind areas for methodological improvement and implements changes.
Validate financial forecasts and provide on-going reconciliation of resources and other related project expenditures.
Partner with business sponsors to define success metrics and criteria.
Assess and resolve all high priority project risks as they are met.
Ensure projects follow LSEG Group standards of Project MethodologyContinually update relevant business stakeholders of project status and periodically publish project status reports.
Demonstrates strategic allocation and reallocation of resources within and across projects/programmes based on business insights and team capability.
Ensure all projects meet success parameters and ROI (Return on Investment) targets stated in the business case.
Ensure end results are of the highest calibre with a clearly articulated scope and quantifiable business benefit.
Act as Azure Engineering PoC (Point of Contact) for resource demand across the business, included but not limited to resources allocation, hiring and onboarding of new FTE (Full-Time Employee) and Vendor resources, interlock into business level financial management.
Governance and Risk Management:
Responsible for helping and chairing regular project meetings, and follow-up with project team members as needed.
Responsible for the project wide implementation of processes, policies, and best practice for change management where proper, ensuring (and measuring) embedment, adoption and effectiveness.
Preparation, collation, and distribution of project status reports, ad hoc presentations, and reporting (including executive and senior management reporting).
Ensure governance procedures are adhered to, for example:
All project artefacts kept throughout the project lifecycle (plans, resourcing profiles, cost plans, benefits schedules, RAID (Risks, Assumptions, Issues and Dependencies) items, Change Requests and status reports) are up to date, correct and follow group quality standards.
Projects adhere to the change framework, use Group standard templates and are subject to the correct stage gate procedures throughout the project lifecycle.
Adhere to the planning standards and process to ensure transparency on key deliverables and dependencies so that delivery can be tied to cost.
Communications:
Formulate data-driven insights to support negotiations and effectively persuade diverse stakeholders, driving alignment towards shared goals.
Proactively and effectively manages diverse stakeholder groups across the project or programme lifecycle, successfully differentiating the approach and communications to address stakeholder needs.
Maintains collaborative and trusting relationships with stakeholders, effectively overcoming challenges and positioning alternatives to move the project or programme forward.

Candidate Profile / Key SkillsEssential:
Strong planning, organisational, and coaching skillsExcellent interpersonal and communication skills, and the proven ability to work effectively with all organisational levels.
Excellent at managing and influencing a wide network of stakeholders, including senior management, who can influence and build relationships.
Willing and able to challenge customers and stakeholders to better understand their needs.
Expert knowledge of Azure cloud transformations and migrations.
Knowledge of technology estates (On-Premises and Cloud) and technologies desirable.
Excellent documentation skills; ability to create high quality steering committee materialsMore than 5 years of project or programme experienceEducated to degree level or equivalent.
Preferred:
Global experience - working successfully with teams in multiple locations simultaneously.
Background in working across several different sectors both business and IT related projects.
Experience in regulated environments.
Assignment Specific Information:
The assignment is to oversee the build out of Cloud technologies and the migration of applications to the cloud.
The candidate must understand Cloud Service Providers and a track record of migrating applications using CI/CD pipelines.
A modest technical understanding of containers, cloud technology, CI/CD pipelines and application transformation is needed.
The candidate must be able to measure the temperature of the project working with lead engineers and customers and ensure co-ordination of multiple workstreams meet the goals of the organisation.
