Opportunity:
Global Water is looking for an experienced and highly motivated leader with a minimum of 5 years of experience and core competency in utility infrastructure and land development.
The ideal candidate will also have knowledge regarding real estate, land entitlement, and water and wastewater utilities.
This role will oversee the entire development services process for all Global Water service areas.
The scope of work includes negotiating and managing agreements relating to financing and constructing water and wastewater utility infrastructure to serve new development, coordinating with engineering both internal and external, overseeing the inspections and conveyance programs, and all related administrative functions through the development services process.
This position will have primary relationship responsibility with all landowners and developers who do business within Global Water service area.

Primary Duties:
Leads the development services department and all department employees.
Plans, organizes, coordinates, assigns, and evaluates the work of professional and technical staff of direct reports.
Provides technical assistance, guidance and training as needed.
Receive and provide initial response plan for all inquiries from developers, landowners, brokers, etc.
in relation to providing water, wastewater, and recycled water service.
Lead meetings with developers, landowners, brokers in relation to providing water, wastewater, or recycled water service.
Attends frequent site selection meetings and leads responses to Project Information Forms from site selection firms.
Resolves problems between developers, land brokers and company.
Negotiate agreements and amendments to existing agreements concerning financing and constructing utility infrastructure.
Maintain close relationships with land developers, brokers, landowners, and local municipalities.
Coordinates with other departments to ensure project execution and alignment.
Communicate regularly with city officials.
Conduct all business in a professional and ethical manner to serve customers and increase the goodwill and profit of the company.
Execute deliverables in a timely and organized manner.
Assures compliance of all documents with applicable laws and within the regulatory framework applicable to privately owned water and wastewater utilities, including the regulations of the Arizona Corporation Commission, Arizona Department of Environmental Quality, and Arizona Department of Water Resources.

Knowledge, Skills, and Abilities:
Core competency of real estate, land entitlement and providing utility service.
Advanced knowledge of good utility practices for infrastructure construction and inspection.
Excellent communication, consulting, and influencing skills.
Work with counsel and management stakeholders on contract drafting, review, interpretation, and application across a wide range of applications.
Ability to maintain professionalism in the face of deadlines; exhibit good listening, negotiation, and problem-solving skills; and handle confidential information with discretion and trustworthiness.
Ability to apply reason, logic, and advanced problem-solving skills to resolve complex issues.
Ability to adapt to an environment that is constantly changing, priorities and schedules.
Experience in fast-paced and occasionally high-pressure environments; ability to work a flexible schedule to accommodate peak periods.
Strong computer skills, including proficiency with Microsoft Office (including Word, Excel, and PowerPoint).
Minimum Requirements Location:
Must be willing to travel between primary offices and field projects, splitting time as determined best and necessary.
Currently, this anticipates a location schedule of 3 days a week in Pinal County, primarily at our Global Water Center in Maricopa, AZ, and 2 days a week at our Phoenix corporate office.
A work vehicle will be provided for field travel for this position.
Education or
Experience:
College degree in a related field plus 5 years relevant experience.
Candidates with experience in core competencies, who are capable of learning in a fast-paced environment, are encouraged to apply.

Physical Demands:
Must be able to perform the following on a regular basis:
Sitting for extended periods; prolonged periods of time with repetitive motions of hands and fingers; close vision, distance vision and ability to adjust focus; climb stairs and ladders; navigate uneven terrain; utilize personal protective equipment as appropriate for safety.
The employee must occasionally lift and/or move up to thirty pounds.
