Public Utility Specialist

The Public Utilities Specialist is responsible for the marketing of power and the portfolio management for Desert Southwest Region's (DSW) individual customer accounts. At the GS-12 level, the incumbent is responsible for monitoring the loads and resources in the customer portfolio and establishing a balanced portfolio by purchasing or selling power on the customer's behalf. Providing that service with the least financial impact to the customer. The incumbent will also be responsible for the merchant function for the federal balancing authority, making purchases and sales needed to ensure the reliability of the balancing authority. The incumbent is responsible for the scheduling of generation, interchange energy, accounting, billing, and reporting relative to power contracts administered by the Desert Southwest Regional Office. You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement. 1-year work experience that is equivalent to at least GS-9 level, defined as:
Energy Pre-Scheduling experience with power scheduling and/or power contracts. Experience with at least 2 of the 3:
researching and reserving transmission using OASIS, tracking and analyzing e-Tags, or utilization of the webTrader Power Trading and Scheduling tool or similar tool. Experience with at least 3 of the 4:
economic dispatch of power resource, electrical load forecasting, power portfolio balancing, and power purchase strategies. -OR- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. -OR- A combination of education and experience as detailed on the Office of Personnel Management website linked here. Knowledge of water contracts and methodology of water releases and its impact on hydroelectric generation, downstream water requirements and protection of property. Knowledge of balancing authority accounting procedures, E-tags, revenue metering principles and computer applications as they relate to power scheduling. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
