WHAT DOES A MANAGEMENT PROGRAM ANALYST DO? As a Quality Analyst you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The studies or projects involve complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals & organizations outside the Service. Specifically, you will use your analytical and technical skills to conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them. As a Management and Program Analyst you will:
Support the National Taxpayer Advocate Review Program (TARP) by providing general program guidance, make work assignments, coordinate, direct and complete special projects; Conduct quality reviews on closed TAS cases and validate review of case reviews; Consult on a wide range of evaluative methods and processes and establish process control systems for measuring the quality of key operational program elements and conduct statistical work and measurement studies; Guide and/or direct activities between TAS National Office and local area offices to identify and address system problems; Analyze areas of the TARP operations, procedures, and reports; recommend and/or initiate modifications; Provide necessary, oral or written, guidance to the TARP staff, local area Quality Analysts, and members of process analysis projects. Lead and/or participate in process analysis to reduce taxpayer burden and improve customer satisfaction. Prepare and/or finalize timely and accurate Dialogue responses in response to TARP quality reports. Plan, formulate and initiate special research studies in various phases of the TARP operations. Contribute proper coordination of TAS processes, procedures in all functional activities and develops operational information for establishment of annual operating goals. Review procedural and systemic changes, major program objectives, operating policies, and work processes to assess impact on taxpayers. Develop alternative plans or processes if appropriate. Perform the following administrative duties:
review and monitor overtime, travel information systems and other resource issues; review and coordinate training and development activities and employee development programs, budget and space as needed to determine quality and overall effectiveness; initiate/recommend modification to enhance training courses; ensure space and equipment are available; establish and monitor systems that protect taxpayer information; protect against loss, destruction or compromise of information obtained through the use of computer systems; conducts employee training and promotes security awareness. Act as the Supervisory Management and Program Analyst, TARP, in his or her absence; provide advice and feedback to the Supervisor on critical, sensitive or confidential matters. Participate with management in addressing and deciding upon significant labor-management issues and concerns. Regularly attend scheduled management meetings on labor-management issues, problems, and grievance responses and/or grievance meetings. Conduct research, extract reports and analyze quality review data results using Aptify software and Business Objects Enterprise System. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Experience must be sufficient to demonstrate knowledge and accomplishment of project assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations. You must also demonstrate a knowledge of the range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; knowledge of management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations and the ability to communicate effectively both orally and in writing. Additionally, experience must also include applying the range of laws, policies, regulations, and precedents applicable to Taxpayer advocacy and casework processes; Experience using Management Information Systems and online research systems (for example AMS, TAMIS, CABIC, SharePoint); Experience analyzing, evaluating, and advising on the effectiveness and/or efficiency of program areas relating to taxpayer advocacy. - The experience may have been gained in the public sector, private sector or Volunteer Service. You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
