ADMINISTRATIVE AND SUPERVISORY
Responsibilities:
Provides first-line coordination and oversight for Outpatient Pharmacy pharmacist and technician and Pharmacy Telephone Center work activities, including staff leave and scheduling, staff work assignments, order verification processes, veteran and non-veteran telephone customer services, and regulatory compliance regarding medication control and security. Responsible for the control and utilization of outpatient Pharmacy Service resources and operates the programs areas within allocated budgets and personnel ceilings. Prepares projects, justifies budgetary, personnel, equipment and space requirements for the Outpatient Pharmacy. Responsible for the fiscal allocation of Outpatient Pharmacy drug and other cost centers, maintaining accurate accountability of drugs and medical supplies within those cost centers. Ensures the judicious expenditure of funds by actively communicating and coordinating drug purchasing activities with purchasing and inventory control personnel. Oversees yearly PBM Pharmacy Wall-to-Wall inventory compliance. Monitors and provides first-line oversight of all outpatient pharmacy and phone center work-related activities and works with pharmacy program managers to adjust staffing and personnel assignments based on workload needs. Meets regularly with the members of pharmacy management and other subject matter experts to plan, develop, and implement new or revised services and/or policy and procedures; assists the Chief of Pharmacy with interdepartmental planning relative to strategic development and implementation. Monitors and supports Outpatient pharmacy compliance with existing regulatory rules, laws and standards. Ensures section compliance with all Joint Commission National Patient Safety Goals, DEA,FDA, ASHP and OIG regulations and standards. Assists in the recommendation, drafting and implementation of departmental policies and procedures. Responsible for the security of the assigned area particularly as it relates to controlled substances. Helps to ensure departmental and medication security, including controlled substances as required by the Department of Veterans Affairs and the Drug Enforcement Agency. Provides first-line personnel management and supports counseling intervention when warranted. Interviews employment candidates, makes selection recommendations, conducts performance evaluations, recommends appointments, special advances in addition to a full range of personnel actions such as promotions, placements, counseling, disciplinary actions, ratings, etc. Provides workflow coordination and supervisory oversight within a framework that is conducive to good performance and high morale. Represents the Outpatient Pharmacy Service on PVAHCS committees and during absence of the Chief and or Associate Chiefs of Pharmacy Service. Submits required reports, action items and suspense items in a timely manner. Provides the Chief of Pharmacy and Pharmacy Management team reported information on department performance. Develops goals, position descriptions, functional statements and performance standards for those employees directly supervised. OPERATIONAL MANAGEMENT COMMUNICATION:
The incumbent is expected to work on-line as needed to support workload and operational goal achievement. Participates in all dispensing QA activities as evidenced by timely data collection, summaryand reporting of monitors including ward inspections. Ensures that Outpatient Staff members understand how to report actual and/or potentialmedication errors and adverse events that can be used to promote quality improvement initiatives promoting patient safety. Ensures that all assigned subordinate personnel using drug dispensing and storage automation are trained on use of equipment prior to being granted access codes and passwords. Develops, establishes, implements and maintains written policies, and standard operating procedures defining operational requirements and makes them readily available for staff review. Helps to orient new employees in overall procedures and activities of the Outpatient Section. Coordinates the training of all pharmacists and technicians within assigned area. Completes required competency in assigned specialized areas. Ensures timely completion of all position pre-requisites and requirement established by PVAHCS,VISN 22 and VHA. CUSTOMER SERVICE:
Maintains conduct, attitude, and practice consistent with the medical center's mission and vision, VA ICARE values as well as the Pharmacy's professional code of ethics. Listens to all customer (internal and external) feedback and acts to resolve complaints within his/ her control. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE:
Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations for GS-13:
In addition to the GS-12 requirements (Completion of an ACPE-accredited Pharm.D. program or 1 year of experience equivalent to the next lower grade level), You must also have 1 year of experience at or equivalent to the next lower grade (GS-12) level. Examples of experience include handling routine medication-related activities in accordance with local, and national policies, reviewing, interpreting, and verifying medication orders for appropriateness; processing and filling medication orders; interacting with and making recommendations to other clinical staff regarding medication therapy ordered to ensure safe and effective care; reviewing the patient's medications, allergies, labs, and other pertinent information from the medical record to identify and solve medication-related problems; contacting providers as appropriate; documenting recommendations and interventions; providing refill extensions and partial medication supplies; taking health and medication histories; performing medication reconciliation. In addition, Pharmacists assigned to this position must demonstrate the following Knowledge, Skills and Abilities (KSA's):
1. Ability to communicate orally and in writing to persuade and influence clinical and management decision 2. Expert understanding of regulatory and quality standards for their program area. 3. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. 4. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. 5. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following:
supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
