Program Analyst

Major Duties:
Uses skill in analyzing and forecasting MDEO requirements and reports all changes to program throughout the year and identifies variances with analysis and corrective action, if required. Serves as an advisor and consultant to the supervisor on issues regarding technical regulatory, procedural, and operational aspects of MDEO program. The incumbent may act for the Chief when called upon to do so. Assures that the Chief and the Director are appropriately advised of court-related issues. Make recommendations for technical and administration decisions that align with regulatory/statutory guidelines, policies, procedures, and/or other instructions. Prepares congressional testimony, correspondence, memoranda and other communications as assigned that conform to agency regulations and policy. Deals with issues of both sensitive or of a high-profile nature while advising leadership on the national or local impact of changes in process, protocol, or legal statutes, which may impact or shape the future direction of the organization. Prepares for and gives oral presentations to various audiences within MDEO, CS, VBA senior management, department level executives, and outside agencies. Develops PowerPoint presentations covering highlights of new material and providing practical applications and examples. Prepares clear and concise documents. Assists in developing and updating procedural guidance for distribution to field offices and ensures updates to procedural guidance is also implemented in VA business systems, tools, calculators, letters, and forms, as well as other program functionality in support of business goals and objectives. Writes white papers, briefing papers, testimony, responds to congressional and external stakeholder inquiries and researches issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions. Conducts thorough analyses which examines the impact and significance of new or revised legislation, policies, procedures and program requirements on MDEO program operations associated with the assigned budget and related business plan Completes all assigned tasks timely by keeping in touch with the MDEO Operations Chief on the status and progress of work and making adjustments in accordance with established priorities. Providing advice on specific tasks and making available written instructions, reference materials, and relevant background material. Maintaining current knowledge to answer questions on procedures, policies, directives, etc., and to obtain needed information on decisions from supervisor on major problems and issues that come up. Developing, testing and monitoring of effective internal controls. Represents MDEO as a member of project teams, as assigned. Is able to develop work products, often with a very short lead time in a very dynamic, high profile environment. Other duties as assigned Work Schedule:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
